# Công dân số

**Công dân số** (Citizen Population) là những người có khả năng sử dụng công nghệ thông tin, truyền thông thông minh vào hầu hết tất cả mọi lĩnh vực của cuộc sống xã hội, từ cấp địa phương cho đến cấp quốc gia, và toàn cầu. Công dân số được xem là yếu tố nền tảng đối với sự phát triển xã hội số. 

Các đặc điểm của một công dân số bao gồm:

* Có trình độ nhất định về mặt công nghệ: Công dân số là những người có thể sử dụng được công nghệ thông tin, truyền thông thông minh vào hầu hết tất cả mọi lĩnh vực của cuộc sống xã hội, từ cấp địa phương cho đến cấp quốc gia, và toàn cầu.
* Hiểu được tình trạng thực tế của thế giới ảo và nền văn hóa số: Công dân số là người nhận ra rằng một thế giới ảo mà trong đó tồn tại thế giới thực đang được xây dựng, phát triển, mô phỏng, những văn hóa có trong thế giới thực đang được hình thành và sau đó được triển khai mở rộng trên môi trường số.
